i think that depends upon the car , whose velocity is greater will hit the wall much harder...
a car goes with constant velocity and another cards with increasing velocity if both car is going to a strike the car which have increasing velocity have more impact because.
as you know that Momentum is directly proportional to mass into velocity.
if both car have same mass.
and if car is increasing its velocity then it again more momentum because it has more velocity than other car which moves with constant velocity so the car which have increasing velocity would be more impact against the car moves with constant velocity.
