I was doing a full system restore when the power went out. I booted up my computer again and was greeted by the above message, and it doesn't let me progress further.

It means that the bootloader (MBR, etc. whatever you wanna call it) is corrupted. You might be able to start your PC up like normal if you install the GRUB bootloader. The easiest way to install GRUB is to install ANY Linux OS..after that you should get the option to load Windows/Linux, assuming the rest of the partition is in tact (it probably is).
