The color of the litmus paper remained unchanged because when he mixed lemon juice with toothpaste he actually mixed the citric acid (which is an acid) present in the lemon juice and calcium hydroxide (which is a base) present in toothpaste. The result will be a salt.
As salt doesn't change the colour of the litmus paper.
