has been 70 years since we first enacted the Representation of People Act 1951 and about as many, since we conducted our first elections in 1951-52. These seven decades have witnessed a magical metamorphosis of societal, educational, cultural, demographic, technological paradigms. Banking, medicine, communications, travel, manufacturing, services, education, work places & work cultures, governance et-al have transformed and taken new shapes unthinkable back then.
So have our elections, in some measure though. From the old ballot boxes and paper ballots to the EVM; from physical counting to electronic counting but there is much more that needs to be addressed. It is time now for a comprehensive review and analysis of the lessons learnt in 17 general elections to the Lok Sabha and several hundreds of elections to state assemblies.
India has 28 states and 3 Union Territories that have legislative Assemblies. A total of 31 state Assembly elections that happen once every five years in addition to General Elections to the Lok Sabha. On an average, around 6 states go to polls every year! The country seems to be in a perpetual state of elections.
Experience suggests that at least 6 months prior to the date of election or often sooner, the states get into the populist mode and end up taking delusional decisions, that do not generally measure well on the scale of good governance. At stake is the development, growth and wellness of citizens. Immediate and short term needs of their perceived vote banks are addressed, at the expense of sustainable projects in infrastructure, social infrastructure, education or health. Case in point, being the education & health infrastructure and its governance.
Further, a review of the general elections held for parliament and state assemblies thus far suggest gaps & deficiencies in electoral rolls, rigging, intimidation together with the several other electoral malpractices before and during the elections.
