"Effective nuclear charge is always less than actual nuclear charge because some nuclear attractive force is got balanced by repulsive force between electrons present in valency shell."

Answer:
if nuclear charge is Holding a Cloud of electrons around it , it must be effective becuase else electrons will fly away.
it is less Only to an extent , becuase Collapsing electron cloud ( hiesenberg uncertianity) into a Nucleus will take Infinity Energy .
for imagining this consider even when there is JUST one electron around a Nucleus .we could magnify the simplest hydrogen atom so that its nucleus (a proton) were the size of a basketball, then its lone electron would be found about 2 miles away..
Simply stated : Nucleus Does extert a Fantastic Force and yet Electron stays Enough away , Maintaining a Very High Cetriptal Force per Mass.
