Answer:
EMF is the maximum value of potential difference that can exists in a circuit when a cell/battery is attached to it.
So take for example a circuit having a cell of 9V.
That circuit can have the maximum pd of a 9 V and this maximum pd is called EMF.
Now since batteries have some internal resistances too which hinderes it's maximum capabilities we are not able to get maximum pd most of the time and that reduced pd is called voltage difference in the circuit.
