It say the clearly visible ( apparent ) change in frequency of sound when source of sound , observer and medium are in relative motion.

Doppler earlier found Doppler effect in sound waves and afterwards it applied the same on light waves.It states that when a source of light moves away the colour of light changes as then frequency and wavelength changes.
Longer wavelength will have red light that means if the source goes away the wavelength seen is red and when the source is near to us then the wavelength seen is blue in colour.
