The acidity is measured by the number of hydrogen ions an acid releases on being dissolved in water.
Thus, HCl is considered to be a strong acid as it has higher number of hydrogen ions, whereas acetic acid contains very little number of hydrogen ions so it is considered as a weak acid.
Weak acids only partially ionize when dissolved in water, which is the case of acetic acid, whereas the strong acids completely ionize in the water making it acidic.
