let the third side be x cm
sum of all sides = perimeter
15 cm + 15 cm + x cm = 46 cm
30 cm + x cm = 46 cm

Area of ∆ = √{s(s-a)(s-b)(s-c)
= √{23(23-15)(23-15)(23-16) sq. cm.
= √23 × 8 × 8 ×7 sq. cm.
