The British wanted to spend very little on education and it was not possible to educate masses with those limited resources. So, they had to recourse to 'Downward Filtration Theory' where they believed that by educating upper and middle class Indians, education would filter to masses.In 1854 Wood's Dispatch recommended education for masses but that meant a steady supply of elementary teachers and other resources which was next to impossible.The British never wanted Indians to hold key position in the administration, all they needed Indians for was to work as clerks. So, the system of education they introduced was meant to keep the supply of clerks up as importing them from England would have been a costly affair. Moreover, they expected that educated Indians would be beneficial in expanding markets for British manufacturers. More than the benefit of Indians, their education policies meant to satisfy their own needs and interests and hence held many demerits.
