because water is heavier than kerosene so if you use water to extinguish the fire caused by kerosene then the water will go to the base level and the kerosene will burn as is well.

In case of oil fires, water is not suitable for extinguishing the fire because diseal is less dense than water and will float in water. As water will spread, such the oil will spread and the fire will become more uncontrolable. Thus carbon dioxide helps to extinguish the fire by cutting off oxygen supply.
