an ISP gives you the connection speed in kilobits per second so it's actually misleading because most people would think that it's very fast and you'll be able to download files in effective 700 KILOBYTES per second. to get your actual speed, divide 700 by 8 because there are 8 bits in a byte so 700 / 8 = 87.5 kilobytes/sec. so i can say it's pretty fast because it's faster than my connection.
additional info, UTP cables(the cables used in connecting your PC to the internet) is a serial connection which means it can only let one bit of data to pass through so it's measured in kilobits/sec.
