You might check on some additional RAM or perhaps unloading any memory resident programs (as an example, MS Office puts a quick start in the Start up. This can be disabled to free up a small bit of memory. Too many of these can make your machine run very slowly.)
You could also try to run Windows 10 on it, Yes, it will load (I've done it) but it also will not run that much appreciably faster.
Check on some additional RAM or run Windows 10.
Install Linux mint
The best thing to do would be to sell the HP Mini and get a better laptop that's designed for better operation.

Add more RAM, replace HDD with SSD, then reinstall win 7 and all your programs.
a mini PC is a slower computer. that is what it is designed to be. that is why it was so cheap.
you need to buy a computer that is designed to do what you need to do. you cannot make gold from garbage, no matter how much money you throw at it...
Your only option is to buy a real laptop. That thing is garbage.

They are a slow PC! Get a windows 10 or 8.1 instead
