Newer is not always better. The 210 is the lowest powered video card in the 200 series. The older 9500 GT was a midrange card in the older series, but it will still run rings around the 210.
I.e. An Atom processor is newer than a Core 2 Duo, but that doesn't make it better.

gt4500's processor is 550mhz, while 210's is 475.

Nope. 210 is a newer series of video card. The 210 will out preform the 9500
there are many many more things to a card then memory, like memory type, stream processors, memory frequencies etc. and the funny thing about low end, one gig cards (which both of these are) is that by the time you are at a high enough resolution to actually use one gig the card cant keep up and you get like 5 fps. to answer your question, the 9500gt is a better card.
