a) yes a body can move with constant speed but still have acceleration as in the case of circular motion. In circular motion, the direction of the body is continuously changing, hence the velocity is changing. If velocity changes, then there is acceleration as the definition of acceleration is the rate of change of velocity with time.
b) yes. A good example is when you throw a ball in the upward direction. The velocity of the ball would be zero as there is no displacement, but there would be acceleration due to gravity. Also, at the highest point which the ball reaches, the velocity would be zero.
