We know,
Density = Mass / Volume
Here the volume of both bags is same, So
Mass = Density × Volume
Mass of bag 1 ( filled with cotton ) = V × 20
Mass of bag 2 ( filled with sugar) = V × 30
So,
Ratio of mass
R = Mass of bag 1 / Mass of bag 2
R = 20V/30V

R = 20/30
R = 2/3
It is clear that bag filled with sugar is more heavier than the bag filled with cotton.
