The biggest reason is the that evaporation takes place and is able to dry up wet roads very quickly. Especially if the weather becomes sunny. It can also be due to drainage of water in the bedrock underneath the roads.

Roads are more exposed to sunlight when compared to parks .Thus roads evaporate quicker than parks .
