In solids, these are said to be the highest and thus provide a firm structure while in liquids, the intermolecular forces are not so powerful to hold the atoms as firm as in the case of solids ,and provide them some free space to move but in gaseous substancges, the intermolecular forces are lowest as compared to the solids and liquids, that's why the particles in a gas are free to move .
