The organisms being fed on plants are called primary consumers.
That means all the herbivores organisms can be labelled as primary consumers.
A food chain can not have Quaternary consumers without having secondary or tertiary consumers as each and every consumer in the food chain is interconnected with each other.
The ecological balance based on the food will be hampered if any of the organism is left out.
