consider the raindrop to be a ball and water surface to be a hard ground so when the ball falls on the ground which possesses kinetic energy is the energy have to be transferred from one body to another so the ball strikes the ground some amount of energy is absorbed by the ground but some energy remains in the balls which enables the ball to bounce back again
in the case of water drop and water surface the same thing happens
