It also means that whatever allele for a given gene is on the one copy of the chromosome will be expressed regardless of whether it is dominant or recessive. It is the same thing that happens in males with genes on the one copy of the X chromosome they have. Dominant or recessive the allele gets expressed.
If both copies of a chromosome pair are missing, the condition will be incompatible with life as none of the proteins normally provided by transcription and translation of the genes on that chromosome will be produced...
