You need the right fonts/font set. Fonts are a bit tricky. These are tables with hundreds of positions for any kind of characters. In a document you may need to change the encoding in order to see the proper characters.
Go to start - accessories - system tool set (depending on what Windows version you use), here you find a tool to examine installed fonts. Click advanced for different types of encoding. If the Tamil character set is installed you may have to change the encoding in your Word document according to what you have selected in the font map tool. If it is not installed you should download the right font set first.

1) a font Latha will be there by default for Window XP systems. select the text and choose the font Latha.
2) install MS office IME (downloadable from microsoft's indian language site http://bhashaindia.com/tamil/Pages/home.aspx ).
Note : if both the options failed the text may be not a u nicode text. if the text coping is not unicode then specific font need to installed in the system.
font instalation :
download the font and save it to the disck or desktop.
Open font option in control panel (Start >> Control Panel >> fonts).
Select teh Menu file >> Install new font >> then select the font, which saved on the disc.
Note : do not copy the font directly to font folder.
