In 1976,The Who were listed as the "record holder", at 126 dB, measured at a distance of 32 meters from the speakers at a concert at Charlton Athletic Football Ground on 31 May 1976.
In 1984,94 and 2008, the heavy metal band Manowar claimed the title of "loudest band in the world", citing a measurement of 129.5 dB in 1994 in Hanover. However, Guiness Book of World Records listed Manowar as the record holder for the loudest musical performance for an earlier performance in 1984. Guinness does not recognize Manowar's later claim, because it no longer includes a category of loudest band, reportedly because it does not want to encourage hearing damage. Manowar broke their own record again in 2008 at the Magic Circle Fest with 139dB.
On July 15, 2009, at the Cisco Ottawa Bluesfest in Ottawa, Canada, the band KISS achieved a SPL (sound pressure level) of 136 dB measured by City of Ottawa Bylaw officers at the sound tent during their live performance (not the sound check), making it the world's loudest performance officially measured by any band. After noise complaints from neighbors in the area, the band was forced to turn the volume down.

Drop Dead Fred is spot on that Manowar were the last band to be officially recorded as the loudest band, but they may have been a few since. I remember reading about a tour of the UK by US industrial band the Swans in the late 80s where the volume was so loud it was supposedly making people in the audience vomit!

You should speak to them. Maybe they used to live someplace where it didn't matter (a single family home or townhouse). Just go up to welcome them to the building and then mention politely that the floors are pretty thin in the building and maybe even specifically mention that it has been noisy. If that doesn't work, I would talk to the apartment manager. I wouldn't go to the apartment manager first because you need to talk to them first - it is the curtious thing to do. Is it an option to move within the same building? You still run the risk of getting bad neighboors in that apartment too.
I was at The Valley to see The Who in 1976 (The Who on Ice, it poured with rain all day) I was in the main stand straight opposite the stage. In the same year I remember seeing Motorhead in a small college hall in Hitchin. Being indoors it felt much louder, I was leaning against a glass wall at the back of the hall and it was moving. However, last night, Metalworks in the tiny back bar of The Red Lion probably topped all of that.
Manowar followed closely by KISS. The funny thing about your question/comment is that Aerosmith and Ted Nugent were never even in the running for loudest band. Wimp! LOL :0)
I've seen all of the affore mentioned except for Manowar. But I would love to see them. I have most of their CD's.
I don't know but i went to Ministry a few years back and had ringing in my left ear for 3 days after. Ask anyone who has seen Ministry and they will say its the loudest concert they have ever seen. Also they were taking people out on stretchers before the show even started. really violent pit!
