Internal marriage between members of the same Royal family was fairly common in Egypt. It was a way of keeping the blood line pure and of guaranteeing that the marriages were always between persons of royal blood. Brothers married sisters, parents married children, aunts and uncles married nieces and nephews. Of course there were problems associated with this, there was a higher than usual incidence of deformed and mentally challenged individuals in families and the infant mortality rate was higher than the average for the time period, but they had no idea of the connection since they had no understanding of genetics of things that caused inherited congenital defects in physical or mental ability. In truth, similar practices were used throughout the ancient world and even into the 1600's in Europe. Even today one is hard pressed to find some member of any european countries royal famiy that isn't related to some other family in such a way that marriages are to someone of some blood relation, even if that relationship is distant and is only through a marriage that took place centuries ago.
Even in small communities people often had to amrry some relation if they were unable to go outside the area to find a spouse.
While they might not have married syblings, it was not uncommon even into the 20th century for cousins to marry, in some places it is still done. Besides, who wants to marry a stranger?
To keep the Royal bloodline pure. As one of the answers here has illustrated,(kveldulfg...), this was done in ignorance of the outcome.
