Democracy is completely based upon the opinion of the population of a nation.
Through the public elections,the public opinions are taken to elect the most eligible (according to the public) political party for ruling the government in next five years.
If the public elections are not organised then the public opinions will not be taken as the priority of the democracy.
For this reason, democracy is impossible with the public votes.
