Potassium permanganate is a very strong chemical oxidizer with a low potential for causing fire or an explosion. The perchlorates are even stronger oxidizing agents but have high potential for causing serious problems. Hence they are not generally used except in extraordinary circumstances. The permanganates are strong enough oxidizers they will oxidize most organics to CO2 and H2O, leaving just traces of other materials left.
