You need to go to your control panel and then to Internet Options and then to the Security Tab. You can reduce the level of security in respect to downloads and Java so you can game. You need to be 100% certain your download security settings are understood. You also need to be 100% certain that the download is REAL and exactly what it says it is. You are circumventing Windows security which while overly-protective can come save you from a lot of headaches. The responsibility of discerning real from virus/other malicious items is on you now.
The message "This file is potentially harmful" simply means that the file you are about to download is a program file. As such it is able to run on your computer and could harm it. But since you are trying to download a program - JAVA - you already know that it is a program file that can run on your computer. So you can ignore that message.
Now, if you were trying to download something like at picture, video, or music file and you got that message, they you would need to be concerned. It would mean that you were be tricked into downloading a program when you though you were downloading something else.
But since you know you are downloading a program, you can ignore the message.
Photoshop CS3 is massive. Unless someone's sent you what you know to be a crack then it's most likely a virus. Like I say, CS3 is a massive file even when zipped or rarred.

Always download from the source, not second hand.
