Yes, It is a score that you should be proud of! 7.5 (as an average score) is very well done. What are you planning to study? Where are you planning to go?
I've been trying to write the IELTS myself. I'm seventeen, and I'm fresh out of University. (The University of Madras) and I've been wanting to get a medical position in Australia for some time now. But like you, my knowledge of the English language doesn't meet up to Australian standards, so i have had to crack my head at this. How on Earth did you manage?
Again, well done! Thanks for asking this question and spreading your good word, I guess.

To answer your question: YES, 7.5 is a good score. Usually if you plan to study abroad (secondary level or vocational level) you only need an average of 5.5-6. So getting a score of 7.5 is good. But it still depends on the Institution you're planning to enroll in.
yes,7.5 is absolutely very good score. You can get abroad study visa very easily any country because eligibility of all countries is less then what score you have.
absolutely, there's a college somewhere that would offer you that sort of scholarship. your best bet about finding that college is to go see an independent college counselor, their job is to find the right college for you considering your needs, financial and other. these counselors usually have extensive knowledge of scholarships and people who qualify for them
