are bump keys legal in az?

Because bump keys have only recently gained public attention, you will not see a law that specifically addresses them.
They can, however, be considered a burglary tool, which is illegal.
If you are in your own home with a bump key, that is one thing. If I see you walking down an alley at night with a flashlight, empty backpack, a bump key, an a hammer, that is a different story.
I am not aware of any statutes outlawing the possession of a bump key, but that doesn't mean there aren't any. It could be down to a city ordinance where you live, not just a state law. You'll really have to check from local level on up. A single key shouldn't raise too much concern, but a full set of bump keys should raise all sorts of red flags! Not to mention the fact that most people, including police, have no idea what you are talking about.
