The Epic Valmiki's Ramayana is traditionally divided into several major kāṇḍas or books, that deal chronologically with the major events in the life of Rama—Bāla Kāṇḍa, Ayodhya Kāṇḍa, Araṇya Kāṇḍa, Kishkindha Kāṇḍa, Sundara Kāṇḍa, Yuddha Kāṇḍa, and Uttara Kāṇḍa. The Bala Kanda describes the birth of Rama, his childhood and marriage to Sita. The Ayodhya Kanda describes the preparations for Rama's coronation and his exile into the forest. The third part, Aranya Kanda, describes the forest life of Rama and the kidnapping of Sita by the demon king Ravana. The fourth book, Kishkindha Kanda, describes the meeting of Hanuman with Rama, the destruction of the vanara king Vali and the coronation of his younger brother Sugriva to the throne of the kingdom of Kishkindha. The fifth book is Sundara Kanda, which narrates the heroism of Hanuman, his flight to Lanka and meeting with Sita. The sixth book, Yuddha Kanda, describes the battle between Rama's and Ravana's armies. The last book, Uttara Kanda, describes the birth of Lava and Kusha to Sita, their coronation to the throne of Ayodhya, and Rama's final departure from the world.
Ramayana is for Dharma vs Adharma. Not an Epic to spread Bhakti culture. When nothing about Devotion or Bhakti, no work for atheism.
Many of us telling about Jabali Maharishi as an atheist. sometimes some words are told for some good reasons. Jabali Maharishi adopted this method. There is no single atheist told by Valmiki maharishi in his Ramayana.Ramayana was copied by many scholars and some scholars may project Jabali maharishi as an atheist, but there is no such words in Valmiki Ramayana.
Jabali was not an atheist.Jabali used ordinary logic in his eagerness to convince Rama to return to Ayodhya. He corrected himself later 2-109-39 (yathaa mayaa naastika vaag udiiritaa nivartana artham tava raama kaaran`aat -- These atheists' words have come from my mouth to get back Rama from the forests) Jabali wanted Rama to go back to ayodhya. so, he used some words which he himself accepts.2-109-33 and 34 - BOOK 2 (RAMA IN FORESTS)CHAPTER 109 - VERSES 33 AND 34.
Jabali - Freethinker Par Excellence. Jabali meekly replied, “Rama, I am not atheist; nor am I voicing atheistic views. And it is not that there is nothing such as an after-life. Expediently, as the situation demands, I turn an atheist and after an interval become a believer. The time when it is necessary to become an atheist has come. For turning you back from the forest now I spoke thus and now, again, it is for pleasing you that I am withdrawing what I said.”

In those yugas the demons, rakshasas alone considered as atheists. No men as atheist like these days. As i understand Ramayana, no such atheist told but the demoness Tataka who disturbs yagna may be an atheist.
