Shree Rama had killed Raavana, the 10 headed Raakshasa (ogre King) -- 10 headed means a human being who give top priority in life to his five organs of knowledge + five organs of action, viz. eyes, ears, nose, tongue, skin + mouth (eating), hands, legs, organs of excretion and the genital.--
Vibhishana, who was master of his organs of knowledge and action by control of mind using his own intellect, was made the king of Lanka. This happened around 20,000 years ego according to mythological experts. Incarnation of Maha Vishnu as Shree Krishna was about 5000 years ego. In Bhagavad Purana there is no mention, according to my rememberance, about Lanka though there is a long list of Kings who ruled Bharata Varsha (India and surrounding regions). There is thus no question of Sri Krishna meeting the king of Lanka etc.
Lanka Now also called Sri Lanka, 'Holy Lanka' (the prefix Sri indices that Lanka is a goddess, indentified with Lakshmi, the goddess of vegetation, of whom Sita in an incarnation). It is the large island off the south coast of India. In the epic of Rakshasas we read that Lanka was occupied by a horde of Rakshasas, evil demons who captured poor Sita, Rama's wife, so Rama had to recruit an army to liberate her, after besieging and storming the citadel. It was said that Lanka was formed when Vayu, the Wind-god, tore off the top of Mount Meru and threw it into the ocean.

During Lord Krishna's period nothing has been mentioned about Srilankans' king; however the existence of Jambvanta (one of Army's chief during king Bali & Sugreeva during period of Lord Rama) and meeting the Lord, while fighting to fetch "Syantak mani", had been mentioned. Further there is folk tale also that Angad, son of king Bali, had been born as hunter (bahelia) who became the cause of death of the Lord, as promised by Lord Ram in order to perform parental duty towards his father's death (Lord Rama killed Bali).
