Is 323.0 kbps a good connection speed (download)? I'm currently downloading a game on ps4. Also my connection speed (upload) is 90.5 kbps.?

That's actually pretty horrible.
The FCC changed the "definition of broadband" from a speed of 4 mbps to 25 mbps last year.
1 mb is 1024 kb, so you are 12 times slower than the old definition and 79 times slower than the new definition.
I recommend people have at least 10 mbps bandwidth for their network per active user. If you are the only user, then anything above 10 mbps won't help you much in terms of game play, but will allow for faster downloads, so still, get what you can afford, if available in your area.
If you have others at home that will Netflix, YouTube, etc. at the same time, they count as another active user on your network, so that has to be accounted for (20 mbps for 2 users at minimum, etc., which is still under the FCC's broadband definition as it is today).
If you get a 10 mpbs download connection, that will usually get you 1-2 mbps upload (11 - 22 times the upload speed you have today.)
Yup
