To be pathetic means that you have invoke a sense of pathos in someone, or pity. To be apathetic means that you don't care about something. Quite different attitudes.
It depends on situation.

It's all a matter of perspective. Is it better to be pitiful (pathetic) than aloof (not caring)? Some will chose the former, but others will go with the latter, assuming these are the only choices.

No.....if you mean the state of mind. An apothetic person, has a chance to become involved. A pathetic person is just not able to do anyghing.
Not in my book. The difference is that one by definition has to evoke a response in others, the other doesn't.
People who are apathetic ARE pathetic.
