The current Class D driving curfew remains. Any Class D license holder shall not drive a motor vehicle on the public between 12:00 midnight and 6:00 am.
I didn't see anything specific on new years eve just regular curfew.
Also, for those outside of GA.
Senate Bill 226 also known as "Joshua's Law” was passed during the 2005 General Assembly. All 16-year-olds applying for a Class D driver's license must complete an approved driver education course AND complete a total of 40 hours of supervised driving, 6 hours of which must be at night, with a parent or guardian's sworn verification that these driving requirements have been met.
Joshua’s Law also limits passengers that any Class D license holder may transport for their first year of license issuance.
For the initial six month period immediately following the issuance of a Class D license, any Class D license holder shall not drive a motor vehicle upon the public roads, streets or highways of this state when any other passenger in the vehicle is not a member of the driver’s immediate family;
During the second six month period immediately following issuance of a Class D license, any Class D license holder shall not drive a motor vehicle upon the public roads, streets or highways of this state when more than one other passenger in the vehicle (who is not a member of the driver’s immediate family) is less than 21 years of age;
After the second six month period immediately following issuance of a Class D license, any Class D license holder shall not drive a motor vehicle upon the public roads, streets or highways of this state when more than three other passengers in the vehicle (who are not members of the driver’s immediate family) are less than 21 years of age;

No specific regulations appear on the GADOT website outside of the standard Class D license guidance of:
"Provisional license for Class C vehicles. May not operate between 12:00 midnight and 6:00 a.m. "
Never heard of some thing like that. Here in Florida , I have Class D drivers License, and there is nothing like that here
2am, only because you will be at someones house and not out in the town.
