My GE window air conditioner plug wont reset as light does not come on and i cant power the a.c. on. Is this fixable?

Maybe, either the AC unit has developed a fault, which isn't normally fixable, or the GFCI cord end has failed, which is replaceable https://amzn.to/2Izqyo5 .
To test if the cap is bad cut the end off the cord, insulate the wires, and plug it in. If it trips then buy a new cap, if it doesn't trip the AC has a fault.
Does the receptacle have power? You may have tripped a breaker in the house.
Are you sure there's power to the outlet? Its possible that the air conditioner tripped the circuit breaker in your house. If that's the case then resetting the button on the plug itself won't help, you have to turn the breaker back on.
If you're overloading the circuit then it will just trip again. You generally can't run more than one AC unit on the same circuit, if you have more than one window AC unit then make sure they are on different circuits.
