Carrying capacity is the weight of a load a vehicle of some kind can safely carry. Sometimes it is expressed in numbers rather than weight, such as a school bus with a maximum capacity of X number of passengers.
It can also be used to describe the maximum population of a given species that can be supported indefinitely by the surrounding environment. The environment can be local, regional, up to the entire planet. Unlike the first definition, where the carrying capacity is a defined amount demonstrated by testing, this second usage cannot be defined. It is often mere speculation, and in many cases, I see the term used by people with political agendas.
You probably mean "carrying capacity". The carrying capacity of a piece of land, for example, is how many people (or cattle, or whatever it is you're talking about) that it has enough resources to support. Without knowing the context, it's difficult to say more precisely than that.
The total weight of a load a vehicle is legally allowed to carry, sometimes expressed as GVW (ggross weicle weight which is the tare (vehicle weight plus the carrying capacity.
