It means that when you don't show up for court a bench warrant is issued for your arrest but if you show just cause for the warrant to be reversed then it is up to the judge to take it off the books which in legal terms "The Warrant is Quashed"

It means that the warrant is no longer there. I live in Cali too and have had this happen a few times. The DA does not have time to pursue your matter so they just drop it.
