I use an iPhone where I have this feature called “Air Drop”, I’ve seen it before and used it just once in a supermarket to send a random photo and it got sent to a random man? Now I don’t know what it is and how you can randomly send stuff to strangers? The stranger declined it. I had no WiFi or 4G so I don’t know how it happened.

It's an iOS and now Mac feature that lets you offer a shareable item like a photo to another Apple device. If there's one in Bluetooth range and open to receiving AirDrop invitations then you can send the item; your friend's icon will appear in the sharing popup and you just tap it to send.
Its a bluetooth file transfer service. You of course select who to send it to, not to random people though some people take advantage of it (you could limit that to just people in your contacts list)
You can send files (like images) to other iOS devices. But I thought you needed Bluetooth or WiFi for that.
