With scotch there are many factors other than simple cost that dictate the quality. In general single malt whiskeys are going to be more refined than blended type. Style matters, as does in what the scotch was aged. Like wine age matters with scotch quite a bit as well. Older vintages are very certainly more expensive than newer ones, but that does not necessarily mean they are more drinkable. Glen Livet, Glen Fiddich, and Glen Moraigne are all upper quality top shelf scotches with some bottles on the market being well over 40 years old and running for thousands of dollars. I cannot speak for 1994 specifically but I purchased a bottle of 125 year old scotch on a cruise ship in 1996 that was pretty pricey at the time it was an Islay style and was pretty disgusting actually. I have since learned I detest the style though.
