Well, first off, high BAH will mean high rent$. If you want a beautiful area with lots of BAH $$ (but insane rents and don't even dream of buying) check out Hanscom AFB, MA. Spitting distance from Lexington Green where the "Shot Heard 'Round the World" was fired, 10 mins to Walden Pond, 30 mins to Boston, 90 mins to Cape Cod.
The SNCO housing in the LTA area at Langley AFB, VA is killer as is Sergeant's Row at Offutt AFB, NE -- gorgeous old Victorian homes. The VA Tidewater region is a great place to live -- right on the water and lots to do. Omaha is a pretty decent college town if you're into the party scene.
The best family housing is probably Incirlik, Turkey with the marble floors, etc., though Turkey is hard to take for some folks. The worst would be any "stairwell" in Germany, though everything else about Germany is the best.
I've only been to one - which is Beale Air Force Base (in California not far from Yuba City). And it is where my Mom grew up, she said that the schools there are nice, and the housing is good, but if you have kids, there isn't a whole lot for them to do on the base. I think that recently more has been put up for children, but I can not say for sure.
