Most likely due to the quality and method of production. Your average "goony bag" is usually very cheap generic wine sometimes being blends of left over wine batches and so cost very little and is very quick to produce. thsi combined with the cheap basic packaging means it cost very little.
Bottled wine on the other hand often takes longer to produce is usually not a blend of different wines, this in turn costs more and when combined with individual bottling results in a higher price tag.
Few people realize that the cost of packaging can be a major component in the cost of a product. Candy-makers have been known to spend more for the box than for the candy that went into it. Go to a flea market and look for used wine bottles. In my area, the vendors ask $1@ for them. New ones, I assume cost more.
When I worked in packaging research, we would spend a lot of man-hours trying to come up with a box that could be made for a penny less and still perform adequately.
You get the same price difference in many products. Compare the cost of aspirin in a pocket tin to the cost in a bottle of 500. It's the same product.
